The soul is introduced into the body, which swims in this world like a ship at sea. If body and soul do as they are bidden, they collect the words of Torah, and fill the ship with the wisdom of the Torah. The waves are called His since they are at His command. When men are faced with turbulent “weather” conditions, all their wisdom is as good as non-existent. The storm and the waves hold them prisoner and only Hashem can deliver them. (Hirsch)
