I used the base image of a woman, then drew over it with different shapes on grid paper to make it look like a computer glitch, i then photoshopped it by making it black and white and editing things like the exposure. I used the liquify tool to distort the image further.
The following are screenshots from my animation that quickly becomes more distorted to create what looks like a digital computer glitch.
