As with Option A, use the brush with Solid Colour adjustment layers.
Change the blending mode to Colour so that you can see the source image's details through the paint. After flipping the layer mask to black, use the brush to paint over the region of the image you want to colourize.

PROCESS
First let's clear the scratches and white like disturbance in the photo.
by using content aware fill option
To clear small scratches and covered spot. Clone stamp tool
To cover the other eye, exciting eye is copied.
The next step is to color using solid color layers.
At last adjustments are made using Camera Raw Filter
