Garment > Tent > Water Collection Device: for displaced victims of tsunami's in Thailand.  Users have their 'home' with them at all times as well as shelter from the elements.  Later when a physical community becomes reestablished the tent can be inverted to channel runoff water from roof-lines to storage containers for future use.
The garment easily fits over top of existing clothing providing extra protection from the elements.
There is a pouch in the back that can be used for storage of small items while in transit.
The garment easily converts into a tent providing shelter for displaced victims of the tsunami.
Grommets are built in for tent stakes.
Any bamboo twigs small enough can be used as tent stakes.
Bamboo 'poles' are a readily available resource in Thailand resulting in fewer parts to the tent/garment.  Simply by tying a string from the grommets to the pole the tent is supported.
Later the tent becomes inverted and suspended between two roof-lines; channeling the runoff water towards storage containers for non-potable use in the future.
