The topic addresses the problems associated with massive power outages in cities. The succinct word "/blackout" is most suitable for describing this problem. Blackness, temporary blindness, and lightning knockout.
/Blackout - violation of normal whole or a significant part of the energy system associated with damage to the equipment, accident, temporary unacceptable deterioration of power quality or power interruption of consumers.
We used to say: "When there is no light." But the lack of light is far from the most important thing that worries us when considering a mass power outage. In today's world, almost everything - from the financial system to cellular communications - depends on electricity. All systems are interconnected and intertwined, and it is difficult to find a system that does not depend on energy supply.
A complete shutdown will affect all of us. When a blackout occurs, a number of serious problems arise that require immediate solutions and rapid transformation of urban space - through the use of prefabricated structures, modern technologies and ready-made scenarios.
With a complete power outage, the first and most important step is to prevent mass panic. Since cellular communication may be lost, backup generators may not work, an important task is to organize notification of residents about the incident and restore cellular communication. Our concept offers a simpler way to cover urban space with a network during a blackout. 
1/  A single system of aerostats is being launched - drop-shaped aircraft that can stay in the air for a long time independently, without recharging, using storage batteries, working from solar energy. The balloons work as LTE network signal repeaters. Forming a mesh network, they are able to transmit a signal from the subscriber through other aerostats to the base stations and in the opposite direction.
2/  In addition to communication, aerostats create WI-FI coverage. Today most of the city's population uses smartphones, and with the help of satellite Internet, they will be able to contact relatives and friends.
3/  A third function that can perform balloons, lighting of streets at night. Lighting will protect the streets, and will prevent unconscious citizens from marauding and committing crimes.
4/  Another function will be the public notification system, how to get to Autonomous points of assistance to the population, the concept of which we will discuss later.
Autonomous points of assistance to the population - what are they needed for? First of all, these points are deployed in places where people are attracted. They provide residents with portable chargers for phones and other equipment. ATMs for cash withdrawals. In the case of a scenario where the city's water supply-related life support systems stop working, these points have reservoirs to meet the residents ' drinking water needs.
Points are Autonomous - they have their own power generators and refrigerator installations for storing food. On the spot, you can get the necessary first aid, find out information, and just spend your leisure time if you are bored at home in a dark apartment.
It is suggested to Place these points in crowded areas, on embankments, wide streets and avenues, squares and squares. Due to the fact that the structure is temporary and collapsible, installation and dismantling takes a small amount of time. At the same time, in everyday life, structures can be used for a different purpose, depending on the need.
Saint Petersburg was chosen to develop the concept, as we are currently located in this city. Not far from us, Dvortcovaya ploshad' is the main place of attraction for all residents and guests of the city. Therefore, to place Autonomous points of assistance to the population, it was decided to place them on well - known urban open squares, parks, squares, boulevards, embankments, or even roadways-places where people in the event of a blackout can reach from memory, without using navigators and other systems. Such Autonomous points should be located in each administrative district of the city, so that they are within walking distance for any resident of the city.
