Introduction
     Ödemiş, the district identified as the project area, was followed by the necessary technical trips, researches and analyzes to create a spatial strategy plan. First of all, deep technical analyzes made from every angle, as well as socioeconomic analyzes, are important factors in establishing this plan's setting goals and aims and also the recognition of the site.
     After the district was well known, works began with a vision developed in accordance with the social and physical structure of the county. 
     The vision, which is developed in parallel with the structure of the district, is aimed at being an innovative in the technology while at the same time being a pioneer in the agriculture.
     Together with the determined vision, aims and strategies, the plan was tried to be explained as a reflection on the spatial and proposals were made with the predictions.

History of Ödemiş
     There are many opinions about the name of Ödemiş district. According to some views, the name Ödemiş comes from the Greek words Eudaimos (Happiness) or Adamis (Mother Goddess). According to V. La Turquie d’Asie by French orientalist Vital Cuinet, the name of the region comes from the tribe of Ötemiş of Teke Turkmen. Refik Ahmet-Anatolian Turkmen Tribes also takes part in this view.
     The oldest human culture in Ödemiş plain is 700 m. From Konaklı Town, which is 13 thousand (11 thousand BC) years ago. These are schematic scraping figures in a rock-shelter located in the canyon of Soğukluk Creek in the southeast. These figures, which were made at the end of the paleolithic period of the prehistoric period and express a religious ritual, also reveal the oldest human culture in Western Anatolia. The settlement history of Ödemiş Plain starts from the late Chalcolithic Age.
Geographical Location of Ödemiş
     Odemis, it is a district of Turkey's Izmir province. There are Kiraz and Beydağ in the east, Bayındır and Tire in the west, Manisa in the north and Aydın in the south.
     Odemis in Turkey's Aegean region west is a district of Izmir. Odemis is 113 km from the city center. Its altitude is 123 meters and its highest point is Bozdağlar with 2157 meters.      There are many endemic plants in the region. 38 Plant taxa in the area meet the KBA criteria. The distribution of Anthemis xylopoda, Chionodoxa luciliae, Hieracium tmoleum and Omithogalum improbum in the world is limited to Bozdağ. Although some of the area is a natural protected area, there are no conservation activities. The possible threats posed by this situation are unplanned construction, agricultural land use, animal grazing.

     Ödemiş is a source of milk for Çanakkale and Balıkesir.

     There are many tourism hubs in the region. Besides the central hubs formed by Gölcük, Merkez and İlkkurşun, Birgi, Bozdağ, Çamyayla and Kayaköy hubs are also emerging. These tourism hubs were chosen from areas with many strengths and weaknesses in terms of tourism. There are, of course, tourism areas outside these areas. Flood risk in the region endangers the crops in the region. Cut flowers and nursery in the region is very important. Bademli is the most important village of Ödemiş for nursery.      According to the population from TUIK, the future population of Ödemiş was calculated according to the ''İller Bankası''. The population is calculated by searching for 3 years up to 2035. According to the planned strategies, it is predicted that the population increase of Ödemiş will increase regularly after 2025. According to the population projection made by the Bank of Provinces in 2035, the population is expected to reach 170000.
     The potential of the OTO and the employment were provided. According to the Economic Report published by Ödemiş Chamber of Commerce in 2018; 67% agriculture, 18% service and 15% industrial distribution. Agricultural and industrial sectors are expected to increase in the region as a result of the implementation of the planned strategies. While developing tourism affects the service sector in the region, OIZ, which is planned to be established in the east of Ödemiş, will develop the industrial sector.

Strategies and Scenarios 2035 Ödemiş
     The vision, targets, sub-targets and actions for the Ödemiş district were put into the page. Four scenarios and timeline were added. On the page, the types of transportation available and the types of transportation planned were studied. Distributions on time and subject matter were analyzed.​​​​​​​
1/5.000 Synthesis
     First of all, there is a limit on the urban site area that needs to be protected on existing land use. The settlements were graded according to their density and examined for reinforcement areas and building typologies. The main trade axes and the areas where the main trade areas were concentrated in line with the current trade areas were determined.
     Within the scope of the synthesis study, the schematic representation of the thresholds, topographic structure, current vehicle roads, density distribution and relationship between housing development aspects and equipment areas are shown in separate diagrams.
     The existing equipment and green space requirements have been identified and a table of needs has been formed considering the requirements for the population of 2030. In the current situation, reinforcement areas that do not meet the reinforcement standards have been identified. 
     The problems and potentials in Ödemiş were determined with the synthesis made in the light of the data and decisions coming from the upper scale.

1/5000 Scaled Master Plan
     1 / 5,000 master plans, planning was carried out in accordance with the strategies developed at the top scale, in Ödemiş where equipment and green spaces are lacking, it is aimed to make the equipment and green spaces conform to the standards and to improve the quality of life of the local population. Then, density calculations were made by taking the population of 2035 into consideration and densities between 0 and 500 people / hectare were envisaged for the islands.
     Care was taken to ensure fair distribution of the densities. In order to preserve the density of the existing area and to prevent damage to agricultural areas, the density of the settlement was kept low on the walls. In addition, it is planned to renew and increase the density of the existing old and ruined building regions with urban transformation in order to prevent settlement in agricultural lands.
     At the end of the plan, the situation that will arise with the future population is tabulated and it is checked whether they meet the standards.

1/5.000 Transportation Systems
     1/5000 Master Plan, priority was given to the existing transportation networks and by making arrangements on these roads, the transportation networks in the city were graded.
     The highway, which has passed through Ödemiş and caused too much traffic and traffic in the city center, has been moved out of the city.
     There is a lot of cycling in the city. A main bicycle axle is planned.
1/5.000 Green System
     Currently, it is not possible to speak of a green area in accordance with the standards in the established area. Green areas in Ödemiş have been brought into line with standards and population.
     The prison was closed and became a congress center and agricultural lands were added to the surrounding area. These farmlands are open to the public and innovative farming will take place. At the same time, the planned outdoor sports fields and youth center, Odemis people's sociality and aimed to make the young population more active.
     It is aimed to reduce the growth with the green areas placed in Ödemiş central borders and to prevent damage to agricultural areas.
     A green axis was formed in Ödemiş.
1/5.000 Urban Working Areas
     In the center, trade and trade + housing area was developed on the road axis in line with the existing trade area and development area.
     Trade + tourism areas are placed around the congress center in the region.
1/5.000 Settlement Areas 
     The project area is 925 ha, of which 96 are development areas and 18 are protected areas.
     According to the planning, the center is the busiest place. As you move away from the center, the density decreases. It was aimed to reduce the pressure on agricultural land.
Plan Report
     The report of the Master Plan is a whole with its layout and plan notes.
     The 1/5000 scale master zoning plan limit is the plan approval limit.
     The master plan is a schematic plan.
     The construction conditions and plan notes determined in the master development plan are essential for the construction plan development conditions.
     In the areas marked as green area, construction cannot be made. However, structures that require transformers and similar public interest may be allowed.
     Technical and social infrastructure areas (road, square, parking, car park, children's playground,  green area, mosque, etc.) can not be applied in areas without public access.
     The green area functions will be detailed in the 1/1000 implementation zoning plan.
     In the event of a possible disaster, large open areas such as parking areas and school gardens can be used to respond to urgent needs.
     In the zoning plan site, the traditional texture and construction characteristics of the settlements and the natural features of the surrounding area will be taken into consideration during the planning phase and protection decisions will be established.
     Application shall be made according to the opinion of the conservation board of cultural and natural assets in the registered structures and the proposal structures for registration.
     The daily retail trade bureau-service units can be located on the ground floor in the residential + commercial areas.
     Developments in the residential development area will be carried out in the 1/1000 scale implementation plan.
     T1, T2 and T3 trade areas can not be housing.
     In areas of development, especially in the development area, open areas between structures will be shown in the 1/1000 implementation zoning plan.
     Ways of access to buildings from vehicle roads will be shown in the 1/1000 implementation plan.
     The new technical and social infrastructures cannot be implemented without the expropriation of the land of respective owners. This process will be done as per the article/chapter no.18 of the Construction Law (in addition, transfer of right will be discussed too). 
Conclusion
     Project V was conducted in the province of Ödemiş in the district of Izmir. The threats and potentials were determined using SWOT analysis and evaluation of group internal analyzes made in the synthesis study. Population and sectoral projections of Ödemiş were also screened and screened weighted overlay for the proposal . In the proposal, the threats in the SWOT analysis were tried to be eliminated and the potentials strengthened. Considering the projections and other analyzes made, future vision, aim, targets, sub targets and actions of Ödemiş have been determined. Four scenarios were prepared using 2 keywords (Climate Change and Natural Disasters and Innovation) in Ödemiş. Ödemiş has been schematized until 2035. 1/5000 synthesis of Ödemiş center was made and 1/5000 master plan was prepared for 2035.
